The international political economy of offshore finance

It is estimated that, all in all, half of the global stock of money is running through offshore financial centres such as the Cayman Islands, Hong Kong or Luxembourg. What does this mean for the international political economy? Offshore financial centres act as tax havens and havens for laundering money from all sorts of crimes. Yet, they are also the home of the Eurodollar system, the world economy’s biggest source of corporate debt and crucial in financing international trade. The Eurodollar system is the backbone of the international financial system and finances the economic development of emerging economies such as China and Brazil. This seminar will introduce students to the main concepts and the mechanics of offshore finance. Throughout the seminar we will discuss how the desirable (e.g. financing global trade and economic development) is dovetailing with the undesirable (money laundering, tax fraud, inequality) and what that means for regulating the offshore world.
