Africa Policy of the European Union

The EU has a long-standing but ambivalent relationship with Africa. Besides acting as a model for Africa’s regional integration, the EU commits to democracy promotion, pursues trade relations, and promises to address environmental concerns that undergird inequality in Africa. Its recent New Africa Strategy envisions afresh Africa as an invaluable strategic partner. The success of these cooperation goals is underlined by the notion of partnership, but this is often seen as unequal because programmes and decisions follow the EU’s norms and preferences based on the delivery of development assistance. A pressing question relates to how these issues reflect the policies of individual European countries. At the same time, African agents and institutions engaged in bilateral and multilateral negotiations with European agents make new claims about agency, autonomy, and ownership. One frequently hears of their refusal to be lectured on so-called European norms. How do we reconcile African agents’ assertiveness and their reliance on external support? What kind of political power is at play here? To what extent does this leverage hierarchies in international cooperation? Schließen
