For academic year placements, EU citizens need to apply for a visa, for which proof of English language proficiency is required. Information on accepted certificates for this can be found on the UK government page: UK Government Information on Language Proof for a Visa.
For stays <6 months, EU citizens do not need a visa and therefore do not necessarily need to provide a language certificate intended for the visa process.
