Annual Review of the EU-Afghanistan Joint Declaration

Berlin, 29 - 30 June 2010

 

On 16 November 2005, two months before the launch of the Afghanistan Compact, the European Union and Afghanistan adopted the EU-Afghanistan Joint Declaration which established a new partnership. Based on increased cooperation between the EU and Afghanistan, the Declaration focuses on a variety of areas such as political and economic governance, justice sector reform, development, human rights and education. Almost five years later, it seems appropriate to conduct a review of the Declaration with the aim of identifying the results and possible shortcomings so far, especially in light of the upcoming parliamentary elections and recent developments in Afghanistan. A special focus will therefore be on governance, security and reconstruction.

We invite you to represent one of the Member States of the European Union, the European Commission or the High Representative listed below. In the conference, young Diplomats from Afghanistan will participate representing Afghanistan or a EU Member State. Based on the expertise of the Afghan participants, we envision this conference to be much more than "just" a simulation.

Students from all faculties may apply for participation. For your preparation, we will provide for a comprehensive Background Guide with information on Afghanistan and the European Union as well as negotiation techniques and the Rules of Procedure. There will be two mandatory preparatory meetings on 18 May 2010, 15.00 - 16.30 h, and 16 June 2010, 18.00 - 20.00 h, where the Delegations will meet and participants are introduced to the topic and the Rules of Procedure. Participants are asked to prepare Position Papers concerning their Delegations’ positions in the conference. Please note that conference language will be English.

It will be possible to get credits (10 ECTS-credits, participants will need to prepare a 12-15 page essay next to the participation in the conference) for the seminar (Schlüsselqualifikationsschein, Fachbereich Rechtswissenschaft). Conference Fee: € 15,- (for preparation and conference material, catering during the conference).

Members of the European Union: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom; as well as the EU High Representative for Foreign Affairs and Security Policy and the European Commission.

Your application should include:

  • Personal Details (Short CV, Name, Address, Phone, Email)
  • Field of studies and number of semesters
  • 3 preferences (EU-Members, EC or High Representative)
  • Short letter of motivation
