SoSe 23: ’Women’s rights are human rights’–contestations to gender politics in International Organizations

“Women’s rights are human rights” –represents the ethos of how international organizations have integrated gender equality strategies and policies since the 1995 Beijing Conference. Gender had influenced the work of international organization since the 1970s, but the Beijing Conference marked a turning point for the global agenda on gender equality by framing women’s rights as human rights, instead of focusing on women and development, as previous UN women’s conferences had done. The 1995 Beijing conference resulted in what is often termed the most comprehensive global policy framework for the rights of women. Since then, organizations working at all levels of governance have developed strategies and policies for gender equality framed as human rights. The Beijing Conference also resulted in the lesser-known Beijing Declaration of Indigenous Women, created by the NGO Forum. The Beijing Declaration of Indigenous Women critiqued the Beijing Platform for Action for its failure to acknowledge colonialism and its aftermath as a root cause of global inequalities experienced by Indigenous peoples and women. This separate declaration represents the contestations and challenges that arise when negotiating different perspectives on gender politics based on different lived experiences and ways of knowing. This course is interested in these cleavages, introducing how international organizations aim to address gender inequalities, how gender politics are negotiated between local and global actors, what have been critiques and failures of these approaches, and finally, how gender is constructed from marginalized geographies.
