SoSe 23: Integration in Germany: policy and debate

Subject: In January 2021 a commission appointed by the German federal government released an extensive report on the integration of people with a so-called migrationshintergrund or migration background. The report set out a concept of integration, applied it to a wide range of policy areas, including housing and health, education and employment, and discussed issues relating to language and religion. Also included in the report were the dissenting positions of several commission members, underlining the extent to which the debate over integration remains sharply contested.
Program: We will use the report as the starting point for an analysis of integration. We will compare the economic, political, social and cultural aspects of the concept developed in the report with terms like multiculturalism and cosmopolitanism. We will discuss some of the policy implications of integration, focusing on employment and education in particular. We will also set the idea of integration in historical perspective, tracing its connection to the history of immigration and of German citizenship up to the present day. By the end of the semester you will be in a position to engage in an informed way with debate over integration in Germany today.
Is this course for me? This course will complement a program of study in the humanities and social sciences and also be of interest to students of policy, economics and business. There are no prerequisites.
Workload and assessment: You will qualify for 5 ECTS points if you engage with the course materials, your attendance is satisfactory, and you pass the written examination at the end of the semester.
