WiSe 23/24: Basic Income and inequality: a basic proposition?

Subject: In the spring of 2021 the German Institute for Economic Research (DIW) began paying 122 people 1200€ a month, tax free, no strings attached, for three years. The study, known as the Basic Income Pilot Project, will compare their fortunes to those of a much larger group who also put their hand up to receive the money but were not among the lucky few. It aims to contribute empirical evidence to the debate over the merits of a basic income.
Program: We will approach the study of a basic income through the literature on inequality and its social implications when present at levels observed in Germany today. We will compare the working of a basic income to other types of government benefits in cash and in kind and analyse their potential to reduce inequality. We will review the most important results of a basic income trial carried out in Finland in 2017–18 and consider the limitations of basic income experiments. We will survey the structure of the German taxation system and assess the feasibility of funding a basic income. And we will follow the progress of the new child benefit legislation through the parliament, and in that context discuss gender and family inequality.
Is this course for me? This course is open to all students. It will complement a program of study in the arts, humanities and social sciences, and also be of interest to students of law, policy, economics and business. There are no prerequisites.
Workload and assessment: During the semester you will be required to read on average 20 pages each week and complete a midterm test. You will qualify for 5 ECTS points if you engage with the course materials, your attendance is satisfactory, and you pass the examination at the end of the semester.
