WiSe 23/24: The Politics of US Trade

From the trade war started by then President Donald Trump to the interruption of global supply chains due to the COVID-19 pandemic and Russia’s war of aggression against Ukraine to the recent emergence of “Bidenomics”: US trade policy making has seen several new developments over the last decade as it faced domestic as well as foreign policy challenges. The purpose of this seminar is to provide students with an understanding of the politics of US trade – its rules, institutions, actors, major policy issues, and its recent trends.
The seminar begins with a look at the institutions and actors involved in US trade policy making. It then explores old and new rationales for international trade before it provides an overview of the history of US trade policy making between protectionism and free trade enthusiasm. It then takes a more detailed look on US trade relations with other countries and its role in international institutions such as the WTO and analyzes the domestic implications of international trade, including social inequalities and the role of unions. The final section discusses the most recent phenomenon of “Bidenomics.
