WiSe 22/23: European Foreign Policy and the Challenges to the (Liberal) International Order

Even before the current Russian war on Ukraine, European (Union) Foreign Policy (EUFP) was undergoing a difficult period. The 2014 Ukraine crisis and the “return of geopolitics” to Europe that it heralded, and later Brexit and the election of Donald Trump as the US president – all this against the background of strengthening China, geoeconomic competition, and climate change - shook many of the assumptions on which the career of European Union foreign policy has been built. In many ways the crisis of EUFP reflects and is further exacerbated by the challenges and contestations facing the Liberal International Order (LIO) – the more than seven decades old system structuring the relations between capitalist democratic countries of the “West” and, after the end of the Cold War, increasingly also the rest of the world. This seminar will take a critical look at the intersection of these developments and examine the interaction between the European Union Foreign Policy and the LIO in crisis. The course features three main blocks. The first part consists of a brief historical overview of post-WW2 European foreign policy, institutional developments in foreign policy integration at the EU (supranational) level, and how these policies fed into and co-constructed the evolving LIO. The second part deals with LIO: how to define it, is it in crisis, what are the challenges, and how do they relate to the EUFP? In the third part, we tackle different issue areas, discuss the entanglement of EUFP and LIO, and how the former might be bolstering or undermining the latter. We will talk about the transatlantic relations post-2008, the geoeconomization of global trade, the multifaceted EUFP towards China, the war in Ukraine and relations with Russia, enlargement and the European Neighborhood, the return of civilizational politics under the guise of “the West”, and more. close
