The course is focused on the public administration development in the Central Eastern EU-member countries since the end of communism. Starting with an analysis of the legacies of the communist state apparatus, we will discuss the main challenges, changes and reforms in PA since 1989/1990 in these countries. We look specially on their internal transformation and the specific role of Europeanization. For theoretical framing we will include the NPM or New Weberian State approaches. In detail will will have a look at the core executives and cabinets, the role of the ministries and agencies, the civil service reforms and the anti-corruption strategies. close
