SoSe 24: China's Foreign Policy under Xi Jinping

It's widely recognised that Chinese foreign policy has taken on a more assertive tone over the past decade. However, mainstream discussions often attribute this newfound assertiveness solely to Xi Jinping's leadership style, thereby overlooking the strategic thinking of the Chinese Communist Party (CCP) in reclaiming China's position of prominence on the global stage.
This seminar aims to delve into the evolution of Chinese foreign policy following China's rise as a major player in the international arena. To foster a deeper comprehension of Chinese foreign policy ideology, we will start with a historical retrospective spanning from the founding of the PRC to the present, with a particular emphasis on comparing the foreign policies of Hu Jintao and Xi Jinping.
In the second part of the seminar, we will analyse Chinese foreign policy in practice by examining China's involvement in multilateral organisations such as the United Nations, as well as its "charm offensive" in the Global South. The dynamics shaping China-US bilateral relations will also be analysed.
Adopting an interdisciplinary approach, the seminar expects students to grasp basic concepts and theories of international relations to facilitate discussions on Chinese foreign policy. Assignments such as readings, exercises are expected to be carried out regularly. Additionally, each student will be expected to deliver a presentation on a topic of their choice. While Chinese language skills are not necessary to participate in this class, Chinese resources will occasionally be utilised.
