Negotiations on the

European Union-Afghanistan

Cooperation Agreement on Partnership and development


Berlin, 4 – 5 October 2012

 

At the NATO-Summit in Chicago in May 2012, Heads of State of the nations contributing to the NATO-led International Security Assistance Force (ISAF) in Afghanistan set the deadline for complete withdrawal of all NATO-troops: 31 December 2014. The European Union and its Member States, as well as other nations, has signalled to remain “one of Afghanistan’s most important international partners up to 2014 and beyond”. As basis for the new partnership, negotiations on an EU-Afghanistan Cooperation Agreement on Partnership and Development (CAPD) have commenced in Kabul already in March 2012. The CAPD is supposed to include all sectors of mutual interest to Afghanistan and the EU, most notably security and reconstruction. Yet, what the new partnership will actually consist of remains unclear.

We invite you to represent one of the Member States of the European Union, the European Commission or the High Representative listed below to pursue the negotiations on the CAPD. In the conference, young Diplomats from Afghanistan will participate representing Afghanistan or a EU Member State. Based on the expertise of the Afghan participants, we envision this conference to be much more than "just" a simulation.

Students from all faculties may apply for participation. For your preparation, we will provide for a comprehensive Background Guide with information on Afghanistan and the European Union as well as negotiation techniques and the Rules of Procedure. There will be two mandatory preparatory meetings on 11 September 2012, 11.00 – 12.30 h, and 2 Oktober 2012 (16-18 h, Bo3, 3306), where the Delegations will meet and participants are introduced to the topic and the Rules of Procedure. Participants are asked to prepare Position Papers concerning their Delegations’ positions in the conference. Please note that conference language will be English.

It will be possible to get credits (10 ECTS-credits, participants will need to prepare a 12-15 page essay next to the participation in the conference) for the seminar (Schlüsselqualifikations-schein, Fachbereich Rechtswissenschaft). Conference Fee: € 18,- (for preparation and conference material, catering during the conference).

Members of the European Union: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom; as well as the EU High Representative for Foreign Affairs and Security Policy and the European Commission.

  • ·         3 preferences (EU-Members, EC or High Representative)
